Description The article deals with the operation of the treaty bodies and the evaluation of their role in the worldwide human rights protection. Based on his own experience in the Human Rights Committee in New York the author demonstrates specific weaknesses of the system of treaty bodies. Firstly, it concerns the insufficient independence of the members of committees. Secondly, it addresses the high degree of non-cooperation of states with the treaty bodies. Thirdly, it is possible for some states to ignore the accepted legal norms. Fourthly, the enforcement of the committees' decisions in individual cases is very low. In the fifth place, the system is in a need of additional resources, and finally, the work of the treaty bodies does not attract sufficient attention of the public and media. In conclusion, based on the recent developments an opinion is expressed, that although the system needs a significant reform, more likely only partial measures will be implemented.
