Popis | The law of the Czech Republic stipulates that the entrance to forests is allowed for the public within the framework of general use. The situation becomes more complex when forest roads classified in the Roads Act No. 13/1997 Coll. as specific-purpose are used. Forest roads are in the mode of free-of-charge general use in a usual manner and for purposes, as it is stipulated in the Act. Entering a forest is at one's own risk; still, the general preventive obligation is valid. This obligation ensures the safety of visitors and consists in preventing damage, and/or taking measures to avoid an imminent damage. In order to meet the preventive obligation to the maximum extent possible, it is advisable to create and meet an inspection system. The most effective and fastest method appears to be the field monitoring of the roads and its immediate electronic reporting and processing by a responsible entity or person. The whole system of road network inspections should contribute to the improvement of care for its technical condition and thus help to prevent visitor injuries or damage to their property. |
