The Personalization of Politics in the Council of the European Union and the European Council

Popis | The Treaty of Lisbon brought about several institutional innovations that, at first sight, put greater emphasis on individual European Union (EU) politicians rather than EU institutions as such. Focusing on the Council of the European Union and the European Council, the question this study answers is whether politics at the two institutions’ institutional level has become more personalized. By employing the concept of the personalization of politics, and after conducting a quantitative and qualitative content analysis of the two institutions’ formal rules governing their internal functioning, this study concludes: (a) there has been institutional personalization of politics in both institutions, but (b) the collective actors and representatives of EU Member States are not really the losers in the personalizing process. |
