Masaryk University Directive No. 11/2014

In accordance with Section 10(1) of Act No. 111/1998 Coll., on Higher Education Institutions and on Modification and Amendment of Other Acts (Higher Education Act), as later amended (hereinafter referred to as the “Act”), I issue this Directive:

Section 1
Subject of Regulation

The Masaryk University Library Regulations (hereinafter referred to as the “Regulations”) govern the organization and operation of the Masaryk University (hereinafter referred to as “MU”) library system in accordance with Act No. 257/2001 Coll. on Libraries and Terms of Operating Public Library and Information Services (Library Act), as later amended.

Section 2
MU Library System

(1) The MU library system consists of:

a) Faculty of Informatics Library,

b) University Centre Telč Library,

c) University Campus Library,

d) Centre of Scientific Information of the Faculty of Economics and Administration,

e) University Library for Students with Special Needs,

f) Faculty of Social Studies Central Library,

g) Faculty of Arts Central Library,

h) Faculty of Education Central Library,

i) Faculty of Law Central Library and

j) Faculty of Science Central Library.

(2) The head of the relevant economic unit of MU is entitled to determine the structuring of the libraries under subsection 1 into sectional libraries.

Section 3
Users

(1) MU libraries provide their services to registered and non-registered, internal and external users.

(2) Internal users are:

a) MU students,

b) MU lifelong learning participants,

c) employees and other persons in a labour relation with MU,

d) MU professors emeriti,

e) persons with special needs who study or work at MU,

f) international students studying at MU,

g) international staff working at MU.

(3) A user under subsection 2(a) and (b) is also a person who submitted an application for further study at MU no later than as of the day of the completion of studies at MU until:

a) a vain lapse of the deadline for enrolment in further studies,

b) a vain lapse of the period for filing a request to review a decision on admission denial concerning further studies,

c) a delivery of the decision to dismiss the request to review a decision on admission denial concerning further studies,

upon the first to occur.

(4) Users from individual faculties and other MU organizational units are not distinguished within the category of internal users. The operating rules of parts of the MU library system may regulate the scope of certain library and information services and other services for various groups of users; however, the rules must equally apply to all users within MU.

Section 4
User Registration and Fees

(1) A registered user is a user who was registered by the relevant part of the MU library system, who familiarized themselves with these Regulations and with operating rules of parts of the MU library system and who concluded a valid
contract for the provision of library and information services. A template of the contract for the provision of library and information services is issued by the head of the Library Information Centre at the Institute of Computer Science (hereinafter referred to as the “Centre”).

(2) A registration of a user under Section 3(2)(e) is decided by a designated employee of the Support Centre for Students with Special Needs.

(3) The registration under subsection 1 is entered into a university library and information system and is applicable to the entire system of MU libraries. The university library and information system is administered by the Centre.

(4) For the registration purposes, the personal data of internal users are taken from other information systems of MU.

(5) The registration of internal users is valid for the duration of conditions under Section 3(2). The registration of external users is valid for 12 months from the registration under subsection 1.

(6) When using the library and information services, a registered user proves their identity by an MU ID card or a reader’s card.

(7) The registration of internal users is free of charge.

(8) The amount of the registration fee for external users and fees for certain library and information services are determined by the head of the Centre..

Section 5
Common Provisions

(1) Users are obliged to comply with these Regulations and operating rules of parts of the MU library system. If the loan period is exceeded, the user shall pay a contractual penalty, whose amount is determined by the head of the Centre.

(2) Users are entitled to submit comments and suggestions concerning the provision of library and information services to the head of the relevant part of the MU library and information system. The regulations on the protection of rights at MU shall not be affected thereby.

(3) The head of a part of the MU library and information system or an employee authorized by them is entitled to decide on temporary or permanent restriction of the provision of library and information services or other services to a user who has breached these Regulations or the operating rules of the relevant part of the MU library system.

Section 6
Final Provisions

(1) This Directive repeals MU Directive No. 11/2014 – Masaryk University Library Regulations of 30 September 2014, effective from 1 October 2014.

(2) I authorize the head of the Centre to interpret the individual provisions hereof.

(3) This Directive is part of the methodological procedure “Library Services”.

(4) The compliance with this Directive shall be inspected by the vice-rector authorized under the MU Organizational Regulations.

(5) This Directive shall enter into force on the day of its execution.

(6) This Directive shall enter into effect on 1 May 2023.
