The aim of the project is to examine the problem of post-communist EU member countries in defense cooperation and integration. EU defense collaboration is moving forward at unprecedented pace and as such presents the best test through tangible opportunities for cooperation. The issue of post-communist EU countries (EUPCCs) lagging significantly behind in defense cooperation has been thoroughly established. The project seeks to identify common structural obstacles to defense cooperation shared by EUPCCs by testing and combining three theoretical explanations based in: legacy interest group structures, organizational culture, and rationality of options in security and defense policy. The resulting basic research should present a major contribution to the study of regional obstacles to defense and security cooperation under any platform (EU, NATO, minilateral, or bilateral), as well as identify utilized paths toward successful cooperation. Defense issues form a considerable portion of foreign policy, public policy, and public spending yet they receive very little academic attention.
