The ongoing energy transition is rapidly changing the technological, social and cultural aspects of energy systems. Governments need to implement ambitious policies to guide their sectors through these changes. The Czech Republic is no exception, yet virtually no transition-related policies have been adopted in the last decade. This reality can be better understood through an emerging perspective combining the concepts of policy failure and energy justice. This could shed more light on the (in)effectiveness of the transition process. We select 5 cases to explore 1) the ways in which policy has failed to achieve energy justice; 2) who has been most affected by policy failure; and 3) what lessons might emerge.
