Description The main aim of the text is to discuss this question in view both of the formal institutional framework and real functioning of the political system. Also the problem of the political systems of countries with parliamentary government and directly elected president is discussed. The theories of institutionalism and neoinstitutionalism are briefly introduced, mainly their view of the political systems. Then definitions of the parliamentary and semi-presidential models of democracy according to both theories are introduced, especially the differences between the views of both theories. These differences are then shown on the above mentioned category of the systems of countries which adopted the constitutions with directly elected president and parliamentary model of government because the classification of this model is different according to the institutionalism and neoinstitutionalism.
