Description This proposal deals with powers of Slovak and Czech administrative courts to make decisions about administrative acts, which bind indeterminate number of persons authoritatively. These administrative acts are legal regulations of public administration, which contain general subject of regulation as well as general group of addressees as normative administrative acts. The other administrative acts with indeterminate number of addressees are mixed administrative acts, which are situated somewhere between the normative and individual administrative acts. These hybrid administrative acts regulate mainly specific subject for indeterminate number of addressees. Moreover these abstract and abstractly specific administrative acts often permeate each other and then it is difficult to distinguish one from the other. Therefore issue of their judicial review may be relatively complicated.
