Description This paper describes the traditional principles of administrative procedure - Principle second level of review. It aims to its essence in terms of the efficiency of public administration. From individual perspectives paper deals with the relation to judicial review, speed of settlement of the case, the decision options superior administrative authority or control concentration. All of these aspects is the principle of effectiveness is enhanced second level of review.
