Description The research proposal “Special Needs of Pupils in the Context of the Framework Educational Programme for Basic Education” (FEP BE) is the basis, long term, and intensive research. From the methodological point of view, there are two main dimensions (strategies): the monographic one and the statistical one. The research will be carried out as a qualitative research within the monographic procedure; its result will be an episteme for the empirical research. The main objective is to formulate the theoretical foundations of the problem, carry out the analysis of available materials and produce comparative studies with foreign countries. The research will be methodologically diversified into areas that are identical with the research sub-problems within the statistical procedure. This part of the research will be conducted according to the operationalisation of the goals of each research area. Proposals and actions will be determined. The article describes the results of initial studies that were carried out within the research project. This research project is proposed for the years 2007-2013. The study is a systematic creative activity in the areas of inclusion of students with special needs in basic school with the aim to gradually implement FEP BE. The research outcomes will be presented at conferences and in publications.
