Description | This paper deals with the question of assessing the need for legislation in the Czech Republic. Therefore, I will focus on the current status of RIA mechanism (“regulation impact assessment”) which is applied in the Czech Republic for assessing the impact of legal regulation. “Regulation impact assessment” is a part of evidence-based policy which has been strongly supported by the European Union in recent years. Nowadays, excessive government regulation is seen as an important danger of the modern state. Because of it, RIA requires an attention of policy-makers all over the world. RIA can be defined as a method of policy-analysis providing a necessary methodology for the regulatory system. Its purpose is to assess future consequences of upcoming legislation. It was originally conceived as an economic instrument but since then it has changed and now it considers both benefits and costs. Its aim is to produce a “better regulation”. The aim of this paper is to provide a brief account of RIA in the Czech Republic and to explain its recent benefits and disadvantages. |
