Description The municipality may be entitled to regulate road traffic as a public administration entity and makes decisions of various legal forms in this position. The municipality as a proprietor of local roads can be also in the position of public administration addressee. The municipality as a proprietor of utility roads can affect traffic as a private law entity. The article provides summary of these positions of municipality within surface transportation regulation and in this context also deals with specifics of this area.
