| Description | This article attempts to summarise the basic conceptions of understanding public licenses in the New Civil Code, analyze them and offer solutions to the underlying research question, that is the understanding of public licenses in the New Civil Code. It is therefore attempts to enter the debate on the question. European context will also be analyzed. |
