| Description | Persons operating in civil service, by extension in the entire public administration, should exercise their activity in line with the principles of good administration and as a service to the public. Concurrently, the civil service employees are not only executors of public ad-ministration but, in the proceedings concerned with civil service relations, also public service addressees. This paper describes the possibilities the ombudsman has to improve the functioning of the civil service and also his or her means to protect civil service employees. |
