| Description | The paper deals with the inaction in the creation of normative administrative act by the government body. The introduction is defined in inactive state administrative norm creation with an overview of case law on this issue, particularly in relation to the law on liability for damage caused in the exercise of public authority decision or maladministration. The paper is looking for solutions and the conditions under which it would be possible to award compensation only under the law on liability. |
