| Description | The paper presents the issue of attribution in public international law. It presents the basic institutes of state responsibility including the due diligence-principle and the rules for the attribution of actions of non-state actors to the state. The paper then introduces the issue of cyber attacks into this context and finally demonstrates the problem of attribution on a model example inspired by a cyber attack on the Benešov hospital. |
