Description The 2011 European White Paper on transport foresaw rail becoming the main means of medium-distance passenger transport and of long-distance freight transport. This paper reviews progress in achieving these targets and with implementing the policies the Commission foresaw to influence mode split. It concludes that progress has been slow in implementing these policies. In particular, the pace of innovation in rail must be accelerated in the light of developments in other modes.
