Description | The rules of regulation and their evaluation tend to be quite vague and regulation is therefore a favourite game of politicians. Moreover, regulators perform a number of functions that are not always compatible. However, lobbying is not only promoted and legitimised through regulation, but also constrained. A neutral environment of free competition uncorrected by regulation can often do more harm than good. General objections to so-called over-regulation are worthless unless it is analysed whether (or in what proportion) a very specific regulation is a group-egoistic (lobbying) tool or a corrective measure that complements or appropriately replaces a dysfunctional neutral competitive environment or that promotes a socially recognised value even at the expense of competition. At a time of crisis and a tendency towards increased regulatory interventions in the economics, this recommendation is even more urgent. |
