| Description | Moving children across institutions for the performance of institutional and protective education is not an exceptional situation. In practice, there is confusion as to whether an establishment can initiate the transfer of a child from that establishment to another. The answer can be found by a legal analysis of the relevant statutory provisions dealing with the division of powers between the various authorities concerned in the transfer of a child, and in particular the powers of the establishment itself. |
