Description The paper focuses on the link between the right to free access to information and the issue of types of actions in administrative justice. It focuses on cases where the subject of the inquiry is not a classical administrative authority but a private law person. In this context, the shortcomings of the current classification of types of action can be illustrated, specifically the sometimes problematic boundary between an action against a decision of an administrative authority and an action for protection against inaction. The non-standard nature of the subject of the questioning also makes it possible for the subject of the questioning itself to challenge the action or decision of a superior authority by way of judicial review, using different action types.
