| Description | This report has been prepared for Skils in connection with an investigation of European Commission into an alleged collective boycott by České dráhy (“ČD”) and Österreichische Bundesbahnen (“ÖBB”) to provide independent expert opinion on the following issues: (i.) to identify real barriers to entry into the passenger railway market in the Czech Republic between 2012 and 2016, including a general time horizon it took to enter the market; (ii.) to identify real barriers to entry into the passenger railway market in Austria between 2012 and 2016, including a general time horizon it took to enter the market; and (iii.) to identify conditions under which entering market within the passenger railway industry would be rational and economically viable. |
