Description | The publication focuses on the EU type approval framework, critically analysing Regulation 2018/858 on vehicle type approval and its implications for preventing another Dieselgate scandal. It looks at the specifics of vehicle emissions testing, in particular Regulation 715/2007 (Euro 5 and 6), which sets limits for pollutants, defines emissions testing requirements and introduces new Euro 7 emissions standards. The text also examines regulations defining technical terms and introducing new test cycles such as WLTP and RDE. In addition, it examines the regulation of CO2 emissions from new vehicles under Regulation 2019/631 and addresses problematic issues therein. The publication also analyses recent ECJ case law relevant to Directive 2007/46 and Regulation 715/2007. Finally, it examines the link between type-approval and environmental protection and concludes that, while there is a link, environmental protection is not the primary motive behind the type-approval framework. |
