Description The study is a result of assessment of ten volumes as a part of the ordered research project of the State Committee for Scientific Research of Poland on the theme Basic Problems of Applying the Constitution of the Republic of Poland from 1997. The main task of the author was to assess by request of the Polish Association of Constitutional Law the result of final research report from the view of foreign expert. At the same time was accomplished the comparison of basic problems of constitutional development in both states and the analyses of main points in which the science of constitutional law and the constitutional legislation are influencing each other. The author discusses especially problems such as degree of universality of constitutional concepts, methods and willingness of amending, style of preparatory works, extent of the constitutional regulation, form of government, government responsibility, relation to EU law, practice of application.
