Description | The aim of this paper deals with the question: What kind of approaches can we use to investigate the process of goals modification of public and social service delivery programs in environment of local organizations? To answer it we first of all collect information about general methodological perspectives on policy and program implementation process in field of policy analysis (so called top-down, bottom-up and synthetic approach). After it we present concept of organizational models of social program implementation proposed by political scientist Elmore (1978). It enables uncover inter-organizational mechanisms, which predicate of what matter during the public program implementation process inside regional organizations and what are right sources of goal modification of public policy program. We assume that combination of bureaucracy, managerialism and professionalism principles included in models of Elmore enable investigate this goal modification while it create institutional environment inside and outside regional organization above all. |
