Description Welfare regime and policy measures related to family are mostly designed and addressed to the family as a whole without taking in consideration the differences which might exist within the family (between partners) with regard to policy measures taken by the state through which fertility decisions and family plans are influenced. Voass theory of conflicting preferences assumes that there are differences between men and women with regard to the preferred number of children a couple has. Our previous analysis based on Czech data shows that there are small differences in preferences between partners. We argued that if differences in preferences between partners exist with regard to the number of children a couple has/wants, variation between partners response to the state family policies designed to affect family will also emerge. This contribution addresses the differences or similarities in couples response to different policy measures by comparing the responses given by partners with respect to a subset of public "family policies" that facilitate fertility, parental leave, child care, child allowances and other family related measures. The present paper makes use of data offered by the Marriage, Family and Work Study carried out in November 2005 in the Czech Republic. National sample includes people aged 20 to 40, both men and women with some age variations between men and women. Both man and woman were interviewed in those households where the interviewers found a couple living in cohabitation or marriage. The sample is national representative for the population aged 20 to 40. Paired data on sixteen measures of public policy measures are presented and used to construct composite measure of policy packages design to support family and fertility in the Czech Republic.
