Description The study deals with basic questions of constitutional regulation of territorial self-government. It compares possible starting-points of such a regulation from point of view of the Czech state and in terms of democratic decentralization and from point of view of territorial self-governing units (especially municipalities) as natural formations of individuals. The author is trying to compare the constitutional regulation of an individual's position (fundamental rights and freedoms) with the constitutional regulation of territorial self-governing units (constitutionally guaranteed subjective rights). Upon this base the author then deals with particular problems of constitutional regulation in the field of territorial self-government.
