Description This paper deals with origins of estate property of town Rome. At the beginning there is a legend about foundation of Rome and it is confronted with the scientific researches about the settlement of "seven hills of Rome". The state estate property of Rome is connected with sulcus primogenius - first furrow that marked future limits of the town and that is called pomerium. The article analyses the etymology of pomerium and its religious and legal aspects and the moment when the religious delimitation became the origin of state sovereignty (state territory) and the protection of Roman citizens.
