| Description | In the paper is described the proposal of methodology for measuring effectiveness of environmental expenditures of municipalities of the Czech Republic. Authors based on theoretical analysis of the concept of efficiency in terms of the concept of rational individual behaviour. Effectiveness is the concept of authors understood in terms of methodology 3E and methodology of sustainable development: social, environmental and economic pillars of sustainability. The proposal of a methodical procedure of the assessment of the effectiveness of current expenditure of municipalities is based on the method of multi-criteria evaluation. This methodology is applied to the data of environmental expenditure of a representative sample of municipalities with extended powers for waste management area. The paper is the outcome of research and development projects of the Ministry of Environment SP/4i1/54/08 Analysis of local budgets and their effectiveness in relation to the environmental protection. |
