Description | In this article we focus on flexibility in governance of state and non-state organizations that function at regional and local labor markets and contribute to the overall public policy flexibility (compare Giguére 2008; Giguére a Froy 2009). We made use the exploitation vs. exploration concept of J.G. Marche (1991), different local governance types of Duit a Galaz (2008) and in-depth interviews with representatives of above mentioned organizations. Final results show non-state organizations have higher flexibility in comparison to the state organizations: whereas higher flexibility of non-state organizations results in better ability to react on changing circumstances at local labor markets, rigidity in governance of state organizations results in strictly specified legislation, lower staff fluctuation and limited possibilities to influence organizational conditions of administrated and implemented labor market programs. |
