Open Access (OA) publishing has moved into the centre of scientific publishing, bothin the Humanities and Social Sciences (HSS) and in Science, Technology, Engineering and Medicine (STEM). A large share of the Open Access publishing system economically relies on single transactions such as Article Processing Charges (APC), which are mainly prevalent in the anglophone-dominated STEM publishing from the Global North. In other fields and regions collective action from research performing organisations (RPO) and research funding organisations (RFO) provides the economic backbone of the publishing infrastructure, resulting in a network of institutional publishing. The specific distribution of Open Access uptake and Open Access economy in the various disciplines offers several angles to improve the situation for the stakeholders involved, especially when it comes to strengthening, consolidating and sustaining the network of institutional publishing. CRAFT-OA aims to consolidate the specific features of the institutional publishing environment and provide a robust set of tools and services to create a joint and federated infrastructure, comprised of a network of informed stakeholders, professionalised Institutional Publishing Service Provider (IPSP) and Institutional Publishing Technology Provider (IPTP). IPSP and IPTP will be governed and driven by the Research Performing Organisations (RPO) themselves, with sustainability as a default at its core, through support for self-governed communities of practice, joint services run by infrastructure consortia, collaboration of larger research infrastructures, and by interoperation with the EOSC. It focuses on the technology standards and processes already prevalent in Diamond Open Access publishing and seeks to increase their uptake, harmonisation, improvement, establishment and recognition.
