REPowerEU: EU’s Energy Transition in the Context of Russian Aggression against Ukraine

| Popis | The EU often presents itself as a leader in the fight against climate change. The EU was one of the most active negotiators of the Paris Agreement and the EU's ambition to achieve climate neutrality by 2050 was already translated into the European Climate Law. However, the EU’s climate and energy policy has been significantly affected by the Russian aggression against Ukraine. It is worth noting that natural gas imported from Russia accounted for more than 40% of the EU’s total gas consumption. Russia also accounted for 27% of EU's oil imports and 46% of coal imports. The paper aims to analyse EU's energy and climate policy against the background of Russia‘s unprovoked and unjustified military aggression and the EU's need to rapidly enhance its energy security. The paper explores the Versailles declaration as well as the REPowerEU Plan, and discusses whether the EU's ambitious climate policy is compatible with the EU's plan to phase out its dependence on Russian oil and coal. |
