Description | The article deals with the questions of good public administration principles conceptions in the context of the public property proper management principle, focusing on the property of the territorial self-government units. On the basis of a short critical analysis of the Czech legal regulation of property of territorial self-government, based on a brief historical excursion, it is concluded, that the recent situation is not satisfactory. Among others it is said that it is on principle impossible to comply with the principle of proper management concerning territorial self-government property. It is noticed that due to the absence of needed legislative changes public administration is performed via civil law means more often which influence its content. Public property is to be endangered. The article repeatedly emphasizes the importance of the good public administration principles perceived as duties - a necessary antipole to the right to good public administration. |
