| Description | Municipalities provide regional education which is in Czech Republic financed from two different sources – state budget and municipal budget. This system does not allow use the budget outlook which represents instrument of long-term budgeting of counties and communities. Because of this municipalities do not have effective instrument that would enable them to optimize their costs and revenues. |
