Description | The study reviews the concept of external evaluation of the quaklity of teaching at higher educational institutions. Two major approaches are reviewed: emphasis on accountability, where the evaluators are often external, and emphasis on improvement, usually carried out by the educational institution itself. The review describes international efforts in this area (INQAAHE - International Network for Quality Assurance Agecies in Higher Education) and analogous European effors (EAQAHE – European Association for Quality Assurance Agecies in Higher Education). Students are involved in the process of evaluation as members of national agencies, members of expert teams in the field, as evaluators of own institution). This study builds on the third option. The evaluation can take place on six levels: evaluation of teachers, departments, faculties, groups of faculties of similar focus, universities, and all universities in a country. This study focuses on the country level which implies summative evaluation based on experiences of students with their departments and universities (DUE – Departmental and University Experiences). The study compares the influences threatening the validity of such measurement, reviews the findings of foreign research on the size of differemces between universities in a country, and considers various uses of such summative evaluation. |
