Description The aim of the essay is to investigate the ways Czech environmental education centers manage and evaluate the effectiveness of their programs. The grounded theory approach was applied for analysis of opinion of centers’ staff on programme evaluation and on new methodical guidelines for programme designing.The core category for explaining the strategies for establishing and evaluating the program effectiveness of the centers, and the processes these strategies introduce into the community of the centers, appears to be ‘self-defining’. As the centers are confronted with new theoretical views on the effectiveness of environmental education, they feel it necessary to clarify their position, i.e. their concept of environmental education and its effectiveness. To support their self-definition, they use various ‘sources of power’: various alternative interpretations of the history of environmental education in the Czech Republic, and existing context. In the discussion section, an comparison is made between the optimal and the current division of roles between the main stakeholders of environmental education (i.e. universities, government, centers and schools). Two results of the current state-of-affairs are discussed: existent threats and opportunities for further qualitative development of the field.
