Description In the first part, the study describes EE as an educational process aimed on developing competence for responsible environmental behavior, with an intention to improve the environment, or to alleviate its degradation. In the second part it identifies three types of instruments applying for achieving the goals of EE: programmes, information services, and supporting materials. It analyzes the programme theory, as a supposed causal chain between goals and activities, setting an optimal sequence of the activities, and front-end analysis of needs and competence of its target group. In the last part it defines goal areas of environmental education and links them with the international discourse, discusses presumable initial level of competence of various target groups, and on the basis of selected international and domestic evaluation studies suggests general strategies for achieving the defined goals.
