Description The rule of law is one of the three most important concepts of our Constitution, along with democracy and human rights, as confirmed by the content of Article 1, paragraph 1 of the Constitution. Over the last twenty years there has been significant development of the understanding of this concept, both in Czech and in the European environment. Czech Constitutional Court very soon began to work with the concept of substantive law and deduced from it a number of responsibilities for the legislature and for the authorities applying the law. Also, in the European context, this term is undergoing some changes.
