| Description | The part of 14.1 deals with the crucial significance of activity of the government that prepare the bills as well as create the under-legal provisions – ministerial order and decrees. The general principles settled by the legislative rules of government that are to be obeyed and also all the other phases of the legislative procedure are pointed out. The problems of legislative and technical requirements and the announcement of legal rules are comprised here. Chapter 14.2 deals with the problem of legislative competence of municipalities and regions under Czech legal order. It comprises the analysis of normative legal acts from the view of their legal power and describes the procedure of their legislation, publishing and constitutional review. Theoretical analysis is completed with practical examples from valid law. |
