Description | *The text focuses on 3 basic problem areas: 1) Promoting of interests of the Czech Republic in EU decision-making institutions with specific emphasis on the EU Council and the key aspects (factors) influencing the promotion of interests; 2) Cooperation with other EU member states in the process of searching for compromises and coalition-building, in connection with the issue of the coalition potential of the CR; 3) Cooperation with the other EU institutions and their representatives in the process of the promotion of interests of the CR, with special emphasis on European Commission and European Parliament. In accordance with the requirements of the contracting authority (Technology Agency of the CR) and with the purposes of the research the report is based on the results of qualitative research, which was focused not on the exact voting results, but rather on the process of negotiations and interests promotion in EU institutions and on the particular factors which influence these processes (in the case of the Czech Republic). The research was based on semi-structured interviews (using the technique of elite interview) with 39 respondents representing current or former officials of particular governmental structures, with experience in representing CR in EU Council (or in the preparation of agenda for negotations on the level of European Council). Other respondents represented the Permanent Representation of the CR in Brussels, officials of EU Council, European Commission and Czech representatives in the European Parliament. |
