| Description | The main issues examined are the conditions under which it is called. Internal instruction within the meaning of § 11 para. 1 point. a) Act no. 106/1999 Coll., on free access to information. Which is one of the legal limits provision of information in the country. That provision states: Mandatory body may restrict the disclosure of information if it relates solely to the internal personnel rules and guidelines compulsory subject. In practice, unfortunately, there is an incorrect understanding of this provision and its consequences for his improper overuse. The result is to limit the constitutional right to information and also violation of the principle of predictability of public administration activities. |
