| Description | This paper examines the main priorities of the 7th Environment Action Programme from the perspective of their enabling framework which targets to improve the way Union environment laws are implemented in all areas; to strengthen the scientific knowledge and evidence base for environment policy; to secure investments and create the right incentives to protect the environment; and finally, to improve environmental integration and policy coherence both within the area of environment policy and between environment policy and other policies. The authors analyse recent development and identify weaknesses in the aforementioned areas. They conclude that the 7th Environment Action Programme either fails to bring effective solutions, or employs solutions with uncertain and doubtful effect. |
