Description | The current vicissitudes of gender policy in Belarus (‘unpredictable’ won of two oppositional female candidates in the parliamentary election 2016; general growth of number of female members of Parliament; extremely high rank of gender equality achieved by Belarusian state according to various international indexes during the last three years) remain to be addressed. We aim to map the stakeholders of gender agenda by differentiating coordinative discourses produced by the various stakeholders of gender policy (international donors, politicians, female activists) and communicative discourses, which circulate in public policy. The interplay between coordinative and communicative discourses is viewed as a multiple indicator for recognizing the limits and options of public policy realm to advance gender equality in contemporary Belarus. |
