| Description | The paper defines and analyses the principles which are relevant to imposing administrative penalties. It is an issue which is very actual and important because of the effectiveness of new regulations of offences in the Czech Republic and the considered recodification in the Slovak Republic. The paper also enumerates these principles and specifies their content, evaluates their importance and expression in the valid legal regulation. Moreover, it mentions their expression in administrative criminal proceedings by administrative bodies, eventually in reviewing the decisions by administrative courts Special attention is given to constitutional principles. |
