Description This report summarises the outcomes of the research project The Qualification of Workers in Social Services. The conclusions and recommendations articulated in this report are based on empirical findings obtained at individual research stages: (1) the identification and description of current type positions in social services for the elderly; (2) a qualitative survey of the identified type positions in social services; (3) a discussion with experts of the outcomes of the quantitative and qualitative survey parts. The findings obtained by the fore mentioned techniques then became a departure point for the identification of tensions among partial aspects of the role of workers occupying the individual type positions. In this report, we discuss the tension (1) between workers competence for performing tasks routinely expected of them, that would correspond to their expected role, and their competence for performing these tasks at such a level of quality that can be expected upon acquiring routinely expected qualification; and (2) between the competence for performing prospective tasks at such a level of quality that would correspond to the expected role, and the competence for performing these tasks at such a level of quality that can be expected upon acquiring routinely expected qualification. Upon discussing these identified tensions, the report proceeds to describe relevant qualification needs, that is such needs, the fulfilment of which can potentially improve the ability to carry out routinely expected tasks in agreement with the expected role. Furthermore, prospective qualification needs are defined, that is such needs, the meeting of which could improve workers ability to fulfil the expected role in a manner corresponding to trends and developments in social services. The report is divided into chapters structured according to individual type positions. Each chapter gives the following information about the given type position: (1) in what types of organisations workers occupying the given position are to be found; the frequency of occurrence; (2) possible segmentation of the role of workers occupying this type position into sub-roles, or also different interpretations of the same position; (3) perceptions of this type position, as viewed by managers and employees of the surveyed organisations, and expert opinions of the workers role; (4) qualification musts essential for workers occupying this type position in order for them to be able to fulfil their present or prospective role. The key part of this report is then a proposed definition of the qualification needs pertinent to each of the studied type positions, as well as recommendations on how to satisfy these needs.
