Description | Property policy is one of important public policies of local governments though it is not outlined always so autonomous. In some measure it can by saw as a framework of general economic policy of municipality, because it covers not only static concept of property components but also financial flows connected with running of municipality and property administration. In case of municipalities the property makes up focus of their activities and it is means to provision of sustantial segment of public goods. The property is not only condition of self-government but it can serve, in adition to services provision for residents, also to reinforcing of municipal non-tax revenues, to entrepreneur support or to development regulation on the municipal territory. The aims in mentioned spheres often mingles, or they can be in conflict, stronger property changes are delicate question, property processes také direct effect on life of municipality inhabitants. It exists relevant arguments for formulation of municipal property policy which would contain on the one hand basic philosophy and aims of properte management, on the other hand it would set processes and procedures of property treatment. Integral part must be also mechanism of evaluation of property policy effectiveness, thus realization impacts properte processes and its confrontation with planned aims. The paper deals with property policy definition and its aims formulation in relation to development aims of municipality. In relation to mentioned it outlines the main methodic problems of judgement of property policy effectiveness. |
