| Description | The reform of public administration has been one of most visible, expensive and most implementation intensive from the citizens point of view since 1989. Thats the reason why the reform should be analyzed, evaluated and probably modified and modernized with contribution of academic background. The paper is focused on one of evident weak points of the reform the education system of employees (and elected members of municipalities or parliament) at all levels of the public institutions. The quality of human recourses in the public administration is crucial for the effectiveness of whole system of public administration and also consequently important for customers (citizens) satisfactions. |
