Description One of actual problem, which is beeing soled, is how to make effective public purse. Recently there is a trend: implementation of quality instruments into public sector organization management, as the case may be public administration. The Czech public administration structures into state administration and municipal authorities. Municipal authorities subdivide into the higher municipal administration (regions) and into the base municipal authorities: municipalities. Into this levels are beeing implemented quality instruments both coming from private sector (e.g. the ISO norms, benchmarking, benchlearning, the Excelence model EFQM) and instruments direct developed for public sector (e.g. communal planning, the Local Agenda 21, the model CAF). This paper includes the prime information about the project, whom aim is put the draft of the quality instruments optimal usage in choosing municipalities levels and types.
