| Description | Act on Forests (1995, no. 289) with a view to finding solution in the clash of different forest users interests authorises land owner to regulate right of public access. The paper criticises this legal construction. Construction doesn’t respect the general system of administration law which causes many practical legal questions – such legal status of land owner as private person or administrative body sui generis which decides under limitation of public interest, binding by statutory time limits in procedure or possibility of judicial review. |
