Description The paper analyses so-called Barcelona Objectives requiring improvement of access of pre-school children to education and care, adopted by the European Council in 2002. Monitoring reports show little compliance of member states with the objective. The nature, legitimacy and efficacy of the open method of coordination on European level is critically analysed in the paper.
