The social inclusion of family caregivers in the Czech elder care: possibilities and limits

Popis | In the Czech society, the family-provided care is still seen as more flexible, having greater potential for reacting to rapidly varying needs of the elderly than the care provided by formal social services. The family care is also supported by the Care allowance. Despite the fact that importance of the family carers increase in connection with the population ageing, the work-life balance and the well-being of caregivers is not systematically discussed. The necessity of giving support to family carers as well as their social inclusion is one of the main topic in current document National policy of social services development for the period of 2016-2025 as well as in The National Action Plan to Support Positive Ageing for the Period of 2013–2017. Since the implementation of national priorities is lead at the local and regional level where the principles can be reduced or modified. Moreover, the regional and local authorities are often founders of formal social services (agencies) and family caregivers are partly seen as the competitors of social services. This paper addressing the outputs of project INNCARE (Czech-Norwegian Research Program, 7F14058), above all the results of experts panel, interviews with elderly care stakeholders (representatives of Ministry, regions, municipalities, representatives of providers) as well as family caregivers. |
